项目简介2022年6月，“定心丸农民安心计划”（以下简称“定心丸”）是由“鸥鹭学社”创始人创始人马知耀先生联合各界爱心人士、企业捐赠发起成立的。
从零到一，“定心丸”通过支持农产品“保险+期货”等金融助农工具在农业风险管理方面发挥作用，提高农户抗风险能力。从一到一百，“定心丸”建立了跨部门的合作伙伴关系，以促进受助地产业振兴。
为赋能农民可持续发展，项目具体实施内容包括：直接补贴困难农户购买农产品价格或收入保险保费、直接补贴优秀的普惠金融基层宣讲人员、设立乡村青少年普惠金融学习奖学金、设立大学生金融乡振研究奖学金、组织学生及专家前往受助区县线下调研及验收等方式，做乡村振兴的助力者、守护者、创新者，为促进农业高质高效、乡村宜居宜业、农民富裕富足做出应有的贡献。
In June 2022, the “Inclusive Finance for the Underrepresented farmers” (IFU) project was initiated by Mr. Zhiyao Ma, the founder of “Seagulls Society”, and established under the China Siyuan Foundation for Poverty Alleviation, a national public fundraising foundation initiated and managed by the China National Democratic Construction Association (CNDCA), one of China’s eight other political parties.
From Zero to One, IFU paves the way for poor peasants to escape the trap of agricultural product market price fluctuation by directly subsidizing them the premiums of the financial risk management instrument “Insurance + Futures". To scale the benefits from One to One hundred, IFU builds a cross-sector partnership to eradicate poverty in the most vulnerable areas. To empower peasants with sustainable development, IFU assists in four aspects: 1) hand-in-hand all-rounded supports for smallholders, 2) extended benefits for wider underrepresented groups, 3) incentives for the younger generation to study inclusive finance instruments, and 4) professional aid delivery by international development experts. IFUers will be the helpers, guardians, and innovators of rural revitalization, appealing for peasants’ prosperity.

8月13日，“思源工程”在北京市举行“定心丸乡村普惠金融”项目成立暨启动仪式，旨在帮助农村群众提高农产品抗市场风险能力，培养一批助力农业抗风险能力的本地人才，以金融服务和产品助力乡村振兴。
